What does the Energy Trust of Oregon heating program cover?

Energy Trust of Oregon offers incentives for ducted heat pumps, ductless heat pumps (mini-splits), and some high-efficiency gas heating. It's for Oregon homes served by participating utilities.

Whether you qualify depends on 4 things: your utility, your home type, the system being replaced, and the equipment installed. Check eligibility on the program page before installation. Some offers require a program-approved contractor. Applications have deadlines after installation.

The program page lists what the application needs. That includes the installation date, the equipment's model and serial numbers, its efficiency rating, and a paid invoice. Keep those papers together from day one.

What does the Clark Public Utilities heat pump program cover?

Clark Public Utilities' Heat Pump Program is for central (ducted) heat pumps in electrically heated homes. It's for Clark Public Utilities customers.

The rebate depends on the type of heat pump and how your home is heated now. The heat pump must be installed by a contractor in the utility's contractor network. Check the current rules with the utility before installation.

What does the Clark Public Utilities ductless program cover?

Clark Public Utilities' Ductless Heat Pump Program is for ductless heat pumps that replace electric heat. That means electric furnaces, baseboard heaters, wall heaters, or ceiling heat.

It's for homeowners in Clark Public Utilities territory whose homes use permanently installed electric heat. The system must be installed by a contractor in the utility's contractor network who is properly licensed in Washington. Self-installs do not qualify.

Is the federal 25C tax credit still available?

No. The federal Energy Efficient Home Improvement Credit, known as 25C, ended for equipment placed in service after December 31, 2025. Do not plan a 2026 purchase around it.

The IRS page says the credit covered improvements made through December 31, 2025. It also says you claim it for the tax year the equipment was installed, not just bought. If you had equipment installed in 2025 and have questions, talk to a tax professional. We don't give tax advice.

If a quote or ad in 2026 counts a federal 25C credit toward the price, ask about it. That credit has ended.

Why should you check incentives before you install?

Because many rules have to be met before or during the install, not after. The contractor, the equipment, and your current heat source can all decide whether you qualify. Finding out afterward is too late to change them.

  1. 1Find your electric and gas utility on your bill.
  2. 2Read the program page for your utility and home.
  3. 3Ask any contractor, including us, whether they are in the program's contractor network, if one is required.
  4. 4Confirm the equipment model meets the program's rules.
  5. 5Keep the model and serial numbers, install date, and paid invoice.
  6. 6Note the application deadline after installation.

How can you find rebates not listed here?

Use the ENERGY STAR Rebate Finder. It's an EPA tool that helps you find rebates and special offers near you on ENERGY STAR certified products.

We only list programs we have checked against the program's own page. If you find another offer, send it to us. We'll look at the rules with you. You may qualify — we'll confirm before you count on it.

Should an incentive change whether you repair or replace?

An incentive can make replacement cost less. It doesn't make a working system broken. If your system can be fixed for a fair price, a rebate alone is not a reason to replace it.

We work repair-first. If replacing makes more sense, we say so and show why. When you ask us about replacement, ask about incentives too. We'll check what you may qualify for against the program's current rules.

Common questions

How much is the Energy Trust of Oregon heat pump incentive?

We don't list amounts because they change. The current amounts are on Energy Trust's Heating Solutions page, and they depend on your home and utility. You may qualify — we'll confirm before you rely on it.

Can I get a Clark Public Utilities heat pump rebate if I heat with gas?

Probably not through the 2 programs we track. Both are aimed at homes heated with electricity. Call the utility to confirm the current rules for your home.

Can I install a mini-split myself and still get the Clark rebate?

No. Clark Public Utilities' ductless program says self-installs do not qualify. The system must be installed by a contractor in the utility's network who is properly licensed in Washington.

Is there a federal tax credit for heat pumps in 2026?

The federal 25C credit is not available for equipment placed in service after December 31, 2025. The IRS page shows the credit covered improvements through that date. Don't plan a 2026 purchase around it.

Do these incentives apply to HVAC repairs?

The programs listed here are for installing qualifying equipment. None of them list repairs. A repair may still be the smarter choice for your system.

Do renters qualify for heat pump incentives?

Usually the property owner applies. Clark Public Utilities' ductless program is for homeowners. If you rent, share the program page with your landlord.

When do I apply for an HVAC incentive?

Check the rules before installation, then apply by the program's deadline. Energy Trust applications have deadlines after installation. For Clark Public Utilities, check with the utility before the work begins.
